Jilin Heart Hospital was established on October 18, 2004, as a tertiary-level specialized cardiac hospital. It covers a construction area of 29,000 square meters and has over 300 open beds. The hospital brings together outstanding cardiovascular disease diagnosis and treatment experts from both domestic and international backgrounds, capable of performing various cardiac medical and surgical procedures with proficiency.

Among its departments, the Cardiac Surgery Department has pioneered over twenty types of surgeries that have reached internationally advanced levels. The Cardiology Department performs over 5,000 cardiovascular interventional examinations and surgeries annually. In 2011, the Cardiology Department of Jilin Heart Hospital was approved as a "National Clinical Key Specialty Construction Project."

Jilin Heart Hospital consistently adheres to and implements the "Clinical Diagnosis and Treatment Guidelines" issued by the World Health Organization (WHO), Europe, the United States, and China. It actively promotes the National Health Commission's single-disease payment system and clinical pathway management, having already implemented clinical pathways for 78 diseases. Among these, 78 diseases are subject to fixed-rate charging (patients do not pay for any excess beyond the fixed rate). Currently, the hospital's drug expenditure ratio is 2.8%, and its Case Mix Index (CMI) is 4.02 (which can be regarded as a difficulty coefficient; the national average for hospitals of the same level is less than 1.5). The average charging level at the hospital is 20–40% lower than provincial-level rates for similar diseases. These measures have contributed to an overall reduction in cardiac surgery costs across the province. These diseases are now included in the DRG payment management system under medical insurance. The dual control of fixed-rate charging and DRG, along with the implementation of clinical pathways, ensures both service quality and cost control for patients while improving hospital service efficiency and promoting rational development. The implementation of these measures has effectively alleviated the financial burden on patients.
